Can Windows Me upgrade cd be used to install a clean
version of windows me? would this require windows to
install? also could the upgrade cd be used to install
windows me on a pc with no operating system?

Yes, you can clean install Win Me using an upgrade CD provided that you have a
copy of an earlier qualifying product such as Win 95 or 98/SE that you can
insert the CD (or floppies if 95) when requested to verify your eligibility to
install using the upgrade version.
