Default Win98

I have had to reformat my hard drive due to a virus.
Formated ok, then loaded the start up disk. When typing
the command setup i get the error message
CDR101 Not ready reading drive E
I have found out it is connected to the CD driver which
has worked perfectly well in the past. No matter what i
try i am stuck at this point.
HELP!!!!!!!!!!!!!!!!!!!!!!!
