Interesting stat, given its dating. But maybe not so much W98 being stronger?
(I think it is actually, if set up right), but the main reson might be that
business used NT kernels, homes used 9X kernels, by M$'s design and intent,
until at least three years later. Businesses would use many similar machines
and configs, and likely have bigger rewards for abusers, so that might
explain the stats. Security issues are only 'issues' when reported, after
discovery. (Kind of why I advocate LnS as a watcher on the gate).

Even OpenBSD is FULL of buffers ripe for overflow! They even had to audit and
rewrite several parts of the base install to fix this. The real question is
how many of such things get found and exploited by people willing to abuse
them. I'm sure W98 had some, the abusers just quit looking for them when it
was easier to get rewards from consistent systems in rich business
environments. Of course, it must have seemed like manna from heaven when home
users started taking such machines into their homes! Must have seemed funny
to the script kiddies, seeing people take the horse into the house even
before the enemy had put trojans into it.

Private warez FTP? I think there was a lot of that. I always thought they'd
got set up in hidden (cryptically named) directory trees on business machines
by a person with direct access, but maybe it wasn't the only way to initiate
one. Not easy to know if the machine even exists though, never mind has a
chance of being useful while sitting undetected by its owners for months,
unless set up by a person who DOES have direct physical access.

You say 'we'... Are you sure it was an outsider?

Well, the best fix for that is to look and see if we are wearing any clothes.
Some firewalls are horrible, but some are basically equivalent to the
nerves that let us know if a shoe fell off. (Joking aside, I recently learned
on a radio program that type 2 diabetes can cause numbness in feet, often
leading to injuries, gangrene and amputations! A little awareness goes a LONG
way, and the price of not having it can be huge).
