How can I make a user level in windows 98 wherein there
are user rights like in the windows 2000 and XP. I want to
grant limited access to users on networked pc.

In short, you can't. The Windows 98 Policy Editor can set up policies that
prevent some actions from being taken by users but it's not a very easy tool
to use and can cause unwanted consequences (like locking yourself out of the
system as well). Search microsoft.com and check your Windows 98 CD for the
tools and details.
