Default Cannot download much of anything

Finally have my Windows ME running better after reinstalling and did download
NERO to burn CD's. Now I cannot download any music without getting an error
screen all the time. Just about anything I try to download will get the blue
error screen. Can get on the internet without any problem. Am constantly
using CTRL, ALT, DEL to restart after getting this error screen when trying
to run maintenance. You all have been so helpful these past few months, can
you help me again? Also, had to replace my monitor. Bought this Gateway
system in 2000. Is is just trying to die on me?
