Default Customize Explorer Toolbar?

Is it possible to customize the Windows Explorer toolbar? On my computer,
"Delete" and "Properties" are next to one another in the toolbar. When I
wish to view the 'Properties' of a file in the right pane of Explorer, I
like to use this toolbar instead of the context menu (right-click file,
Select 'Properties'). I've ALMOST accidentally deleted important files by
clicking 'Delete' instead of 'Properties.' (I know Internet Explorer
toolbar can be customized; I want to do the same with Windows Explorer, if
possible.) Win98 SE.

I promise not to sue for bad advice. Okay, PCR?
