Cannot delete Index.bat file from Content.IE5 folder

I'm trying to delete the Temporary Internet Files folder, which contains the
Content.IE5 folder. However, the Index.bat file also exists in this folder
and I it's causing errors in my web app.

How can I delete the entire Temporary Internet Files folder, including the
Index.dat file??
