Default "New" context menu no longer appears, plus strange startup.

(cross posting reduced)
That message can occur for many reasons, whenever a wininit.ini file is =
created by some program.=20
The file is used to change files after a reboot, that are in use when =
Windows is running.
Next time it happens, find the file "wininit.bak", open it in Notepad, =
and copy/paste the contents here.

2) Also, my system quite often will display that "Please wait while
Windows update configuration files...."
message while starting up even though I had never made any changes to
the system before shutting down.
