Default How underline a letter in Start menu item?

How do I underline a letter in a Start menu item which I have created?
I want to be able to press ALT+underlined letter to execute the item.
PS: I created the item by placing a shortcut into C:\WINDOWS\Start Menu.

This is known as a Shortcut -- created via
right click on the EXE file and
/ Properties / Shortcut / Shortcut Key.
Win98 prefers for each
Ctl + Alt + your choice of letter or number.
