I have no wave=mmsystem.dll file

Default I have no wave=mmsystem.dll file

I have had a problem with my sound card for the past couple of months. I am
unable to hear windows sounds (like when the start button is clicked) and
program sounds (like winamp or Yahoo Messenger). I can hear my mp3s
perfectly though. I have looked in my System.ini file, and noticed that the
"wave=mmsystem.dll" file is missing. Can someone please tell me how to fix
this?
