Default RAM not being reported ri

How much RAM is reported by the BIOS? If it's less than the amount of
memory installed then the problem is probably with the RAM sticks
rather than Windows (especially if the amount reported by the BIOS is
the same as reported by Windows).

Assuming BIOS is reporting a smaller amount than what you have, there
could be several potential 'errors', depending on a variety of
factors:

-- The motherboard only accepts so much memory.
-- The motherboard requires memory to be installed in specific
slots, and/or leave certain slots empty with certain
combinations.
-- The memory card isn't installed correctly (such as not inserted
into the slot fully).
-- The memory card is incompatible. (Years ago I had purchased
two units at the same time, supposedly the same. One had all
the chips mounted on one side, the other on both sides. Got
a smaller number than expected at boot [BIOS]. Returned the
single-sided module for a double-sided module, all was fine.)
