Default Error Starting Program

"The PSAPI.DLL file is linked to missing export NtDLL.DLL: Nt
AllocateVirtualMemory"
I recently installed Windows XP, didn't like the amount of free space left,
uninstalled and back to 98SE. Now each time we attempt to sign in online the
above error message comes up. Each time we go to any web site or to e-mail it
comes up. One may have to click OK numerous times before that error message
box disappears. I have a Compaq Presario 4880. Does anyone have a cure for
this frustrating error mesage?
