Default can't install win98se

As I have stated many times in attempts to get help, I
can't install win98se on a new hard drive. I keep
getting the following message: "The windows 98 startup
disk could not create a temporary drive for the
diagnostic tools. This may be because this computer has
less than the minimum required extended memory.
Path not found - :\COMMAND.COM
Path not found - :\EXTRACT.EXE
Path not found - :\README.TXT
Bad command or file name
The diagnostic tools were successfully loaded to drive.
File not found."

I tried to create a new startup disk using the win98se cd
but this computer I'm using has xp and it wouldn't let me
browse the win98 cd.
I need help.

how much memory you have? it is displayed at startup
is your bootdisk working? get one at www.bootdisk.com

I have 728Ram of memory. It does show up in the Bios. I
tried to get a boot disk from bootdisk.com but my
computer wouldn't recongize it.

Remove some of the ram 512 or less when installing
and if this helps load Win98-SE then we can
help in getting the rest of your ram usable.
It may be to much to start with on a fresh install.

I added the additional 512Ram because I kept getting the
same message with 256RAM. The amount of Ram isn't the
problem.

If you selected a bootdisk at bootdisk.com,
that matches your system, the you would be able to boot to dos.
If you cant do that there is something with your hardware.

computer won't recognize it. There is nothing wrong with
my hard drive. It's brand new. My motherboard is also
brand new.

Please note that the downloads at http://www.bootdisk.com/bootdisk.htm
are programs that you download and double-click on a working computer.
They will not work if you simply copy them to a floppy.
