Default Scandisk & format hard disk

I wanted to reinstall WMe. I did a scandisk before reinstallation & received
error msg :
- Scandisk encountered a data error while reading FAT on drive C. This error
prevents Scandisk from fixing this drive.
I also tried to format hard disk & received error msg :
- Checking disk format
Recording current bad clusters
19% completed
Insufficient memory
What could be the problem & how to resolve it ?
