Default Windows Won't start up

My computer has Windows Me installed on it. The other
day I ran Scandisk on it because it was running slowly.
It still ran slowly after that so I restarted it. Now
whenever it starts up the tollbar quickly flashes and
disappears and nothing loads up. I did clt alt delete
and it showed that no programs were running.

Any help would be great
