This is likely a Visual Basic installation matter. Address it to the
appropriate newsgroup.

There are plenty of visual-basic related newsgroups around. Just consult
your subscribtion tool.

If your news server does not provide you access to these newsgroups, use
Google News.

This _is_ my answer. And like it or not, it is helpfull.

Run Setup for the application that is creating the error message. It is
the responsibility of any application that needs it to install and
initialize the Visual Basic runtime environment.
