Default vxd dynamic link cell

I am getting an error that says Vxd dynamic link cell device 3, something B error. I know this has something to do with memory, but how do I correct it if I can't get into windows. I get a windows protection error, please restart error every time. It won't even start in safe mode. Thanks.
