Default run time error '453'

Ho un problema:
in una applicazione che serve per connettersi tramite
internet se la installo su XP e 2000 va mentre su 98 mi da
il seguente errore quando la lancio:
run time error '453'
Can't find entry point SetLayeredWindowsAttribute in user32

I'm sorry, I cannot translate my awnser:
(I understood that you have an application that connects to
the Internet, and it works perfectly in Windows 2000 and XP,
but in Windows 98, it shows the error '453' ("Can't ....").)
I think that the error appears because the application
uses a windows-NT specific function of the user32 library.
Try to find another function that works in all Windows
versions.
