Not enough memory to run program

Running Windows 98, Gateway Pent III 450 mhz, 320 mb ram Recently installed Norton Internet Security 2004. Home computer, no special software, just Word, Excel, Quicken. So now we get this "Not enough memory to run program" frequently and we reboot to get rid of the problem. Say nothing is running except the Norton Internet Security Suite and Antivirus, Close Quicken, try to open Internet Explorer and the "not enough memory" error comes up. Any insight?
