I bought an old dell optiplex off ebay and the hard drive
was completly bare. Well i put in some RAM chips from an
old computer that the power supply had gone bad in. well
i put 96MB worth in it and the BIOS says that is what is
in it, however my Windows 98/SE says it is only 16MB.

While in Windows, go into msconfig (Start-Run- type msconfig and
press Enter)
Click on the advanced tab and look for something like 'Limit Memory
to' and uncheck the box or at least put in the 96MB value.
Click Apply and reboot.
May or may not help, but it is quick and easy to try.
