Win 98 setup - comctl32.dll error

I was receiving "this program has performed illegal operation" errors and
could not run any internet applications. I attempted to use the steps listed
in Article ID : 298343 to repair the comctl32.dll file but it seems the file
was removed but then was not extracted (was given bad file name error when I
typed Ext). I have attempted to reinstall Windows from the CD-ROM but when
it completes the install and attempts to start windows for the first time I
am getting the same error message that the comctl32.dll file is missing and
explorer.exe cannot start and I must reinstall windows(which is what I am
attempting to do). I also was unable to run setup for an already installed
system as it was prompting me(pressing F8 on startup did nothing- it said to
press F8 then choose command prompt only then type DOSSTART but F8 did not
take me to the startup screen, it just continued to load windows or bring up
the dell screen for a stuck key).

Any help is appreciated. It's been a long week without my system.

Unless your system's setup is very much OEM (e.g. some earlier HP models)
then F8 should be the key you want. However as soon as the system reboots
you want to press F8 over and over and over again. You'd just want to tap it
over and over because it's supposed to be pressed in between the POST and
the loading of Windows. On some keyboards you may need to press an F-Lock
key in order to have access to the function keys as well.

From there you should be able to continue on with the directions you were
following already. The F8 button, as mentioned, needs to be pressed at
either just the right time or over and over again. (I recommend the
over-and-over method as even after all these years I can't always get it
right the first time through.) That will give you the selective startup mode
where you can make your choices for command prompt, safe mode, normal, etc.

What is the exact command you are using to do the extract?

The commands would not work to extract the file. Had to have dell restore my
system and wipe out the drive. At least it's operating though.
