Default IDE Controller Issue-Software or Hardware Problem?

Hi all:

Computer has an Athlon 1.33 processor, a Quicksiler motherboard
(Compaq) and running Windows 98SE.

Under System Properties Device Manager there's an exclamation point
next to "Primary IDE controller (dual fifo)" and a red "X" through
"Generic IDE Disk Type01." Device Manager is also only showing 1 hard
drive installed, not the 2 that are there.

Clicking on Properties for the Primary IDE controller the new window
reads "This device is either not present, not working properly, or
does not have all the drivers installed. (Code 10.)"

Clicking on Properties for the Generic IDE Disk the new window reads
"This device is not working properly because a device it depends on,
Primary IDE controller (dueal fifo), has been dynamically disabled."

Under System PropertiesPerformance I see:

File System: Some drives are using MS-DOS compatibility
Virtual Memory: MS-DOS compatibility mode

and

"Compatibity-mode paging reduces overall system performance.
Drive C is using MS-DOS compatibility mode file system.
Drive D is using MS-DOS compatibility mode file system."

Clicking on "Details" with "Compatibility-mode paging..." higlighted
brings up a new window which reads, in part:

"Windows was unable to identify a real-mode driver or memory-resident
program loaded in your Config.sys or Autoexec.bat file. You will see
another message that lists the name of the driver or program causing
the problem."

There are no other problems noted in Device Manager and the IDE
Controller *is* recognized.

Both hard drives are available through Windows, though the computer
seems to be running slowly overall.

I've worked through Microsoft Knowledge Base Article 130179
"Troubleshooting MS-DOS Compatibilty Mode on Hard Disks" and nothing
there seems relevant. I've run a complete system virus scan.

Is there any other "software" aspects of this problem anybody can
think of, or does this mean the controller hardware has failed?
