Default ME Startup error

Upon starting my computer I got the message IFSMGR.SYS
cannot find helper driver. System Halted restart
computer.

I restarted and now I can only get to the C: prompt. I
cannot start in safe mode, I do not have a boot disk and
I am about to scream

Someone please help me.

It is looking for the file IFSHLP.SYS

Check and see if this file is located on your system anywhere. If it
is, and it is not in the \windows\system folder then copy it to there.

If the file is not on your hard drive then you will have to extract a
new copy from the WindowsMe .CAB files. Check and see if the .CAB
files are on the hard drive. They will be in the
\windows\options\install or \windows\options\cabs folder.

If the CAB files are not on the hard drive then you will need to use
the WindowsMe installation CD and extract the file from there. That
will also require a boot disk with CDROM drivers, such as a WindowsMe
Startup Disk or one downloaded from www.bootdisk.com

Post the results back here if you need further assistance with
actually extracting the file. The results of the above items will
help me to formulate exact step by step instructiosn for you.
