WINDOWS 98 PICTURE SIZE CHANGED

i AM TRYING TO MAKE A PICTURE SMALLER FROM A CD SO THAT I CAN UPLOAD IT TO A
NEWSPAPER. CURRENTLY THE PIC TAKES UP THE WHOLE PAGE. i DONT KNOW IF AM ABLE
TO DO THIS WITH WINDOWS 98 OR IF ILL NEED SOME PICTURE EDITING SOFTWARE. IS
IT SOMETHING I CAN GET ON LINE? HELP!!

1. Please don't use ALL CAPS to post here. It's seen as SHOUTING! and is
also difficult to read.

2. You need to know three things from the newspaper: What size, what DPI
(dots per inch, i.e. resolution), and what format? Do you know these things?

3. The only image editing application in Windows is Paint, and it won't do
what you want to do. You need some other image editor. Do you know if you
have any other image editing software installed? If so, which one(s)? Or,
you can get IrfanView from www.irfanview.com (free) which will do an
excellent job and will also serve you well in the future.

Once you have 2 an 3 figured out, including installing IrfanView if you
don't have some other image editor, then tell us all about it and we can
give specific instructions if necessary.
