Default automated install

i'm trying to automate the installation of 98se. i'm using the following
command line:

setup /is /nr /IW a:\msbatch.inf

it prompts me for a user name, even though one is provided in my msbatch.inf
file. it also asks me to accept the license agreement even though i used the
/IW switch. finally it prompts for the key even though it's also in the
msbatch.inf. (in the user name and key cases, the values are display
correctly in the dialog boxes - all i have to do is hit "next".) how do i
get this to continue automatically?
