Fail to bind TAP driver. Error 1

Default Fail to bind TAP driver. Error 1

I just subscribed to a DSL provider and cannot connect. when i try to
connect i get an error that says: fail to bind TAP driver Error 1. i also
get a message that says : No free PPPoE adapter available.
I uninstalled and reinstalled the DUN components but the same error comes
up.
ISP was unable to assist me.
Anybody know how to deal with this?
