apss.inf is inside the cab files on the disk
You dont copy it
start
run
sfc
[x] 'extract one file from distribution disk'
'apss.inf'
etcetera(follow the rest of the prompts)

WARNING: DO NOT USE THE OTHER FUNCTION OF SFC 'SCAN FOR ALTERED FILES'
shouted
WARNING: DO NOT USE THE OTHER FUNCTION OF SFC 'SCAN FOR ALTERED FILES'
twice

it doesnt work it finds files that are different from its internal database,
not files that are wrong, if you have ever installed software, visitied
windows update, changed a system setting in any way, there will be
dozens/hundreds/thousands of altered system files. Changing them back to the
'out of the box' condition will cause most of your software to fail
immediately and be irrepairable without format reinstall.
