Default 2 operating system-fdisk

I would like to install Windows Me in two differents languanges -2 operating
syst.( Windows Me French-Windows Me English ) on one hard drive using fdisk
command ( 2 differents partitions ) but still don't know which option of
fdisk menu I should choose and the process I should follow. Help please?

You run FDISK and make a primary partiton and an extended partion with
logical drive. That's it.
