Default HP Pavilion PC won't upgrade to Win98SE

I have two PCs, both are / were running on Windows 98 First Edition. One is a
generic (no name) Pentium 2 based PC the other is a stock HP Pavilion 6465
circa 1999. I tried upgrading both PCs to Windows 98 Second Edition with
Microsoft Second Edition Updates CD with part number X03-77962 silk-screened
on the CD (disc) and part number X04-73160 printed on the paper instruction
insert . The CD (disc) is silk-screened with “Microsoft Windows 98 for PCs
without Windows and “For distribution with a new PC only …. The paper
instruction insert is labeled with “For users of Windows 98. The generic PC
accomplished a successful full upgrade to Win98SE while the HP Pavilion
produced the error message “This upgrade version will not upgrade this PC
and the installation stopped. Is the CD and it’s paper instruction insert
sheet mismatched? A technician at Comp USA said that Microsoft’s standard
Win98 SE upgrade would not upgrade a HP Pavilion because HP uses a
proprietary version of Win98 First Edition. What is going on here? Is the
Comp USA technician correct?

What you most likely have is an OEM (For distribution with a new PC) version
of SE and it will not upgrade (don't know why the generic worked) without
doing a trick: http://home.satx.rr.com/badour/html/upgrade.html

You do realize that you are violating the licensing agreement by upgrading
two systems with one disk, right?

I think the CompUSA tech is correct -some OEM versions of Windows are
configured so that they will not upgrade unless you are using an upgrade
version supplied by the manufacturer. HP is particularly prone to this
problem.
