Default External HD is not recognized by USB 1.1 Port

When I try to connect my SATA / USB 2.0 / USB 1.1 external HD in an Enclosure
to the laptop USB 1.1 port, it almost never mounts and shown properly in Win
Explorer, in spite of the Enclosure driver is properly installed, and at
times (after 10 attempts in a row) it mounts properly, but more often Win
hangs and must be restarted. I later installed Unofficial Service Pack with
USB 2.0 support, but it doesn't fix the issues, though now I can mount the
drive via PCMCIA USB 2.0 Card, but I have to remove Network Card to do that.
How to fix?
