Just in case....
here's the instructions again - trimmed to remove irrelevancies.

Insert the Windows startup disk in the floppy disk drive, and then restart
your computer.
Click Start computer with CD-ROM support from the startup menu that appears,
and then press ENTER.
At the command prompt, type the following commands. Press ENTER after each
command line:
c:
cd \windows\system
ren comctl32.dll comctl32.xxx
a:

Insert the Windows Millennium Edition CD-ROM in the CD-ROM or DVD-ROM drive,
type the following line, and then press ENTER:

extract /a drv:\winme\win_10.cab comctl32.dll /l c:\windows\system
(note the above is all one line - starting at 'extract, ending in 'system')

where drv is the letter that alphabetically follows the drive letter that is
normally assigned to your CD-ROM drive. For example, if the drive letter
that is normally assigned to your CD-ROM drive is D, type E in the command.

NOTE: If you have an original equipment manufacturer (OEM) installation of
Windows Millennium Edition, the Windows installation files may be stored in
the following location:
C:\WINDOWS\OPTIONS\INSTALL

To extract the file, type the following line, and then press ENTER:

extract /a C:\Windows\Options\Install\win_10.cab comctl32.dll /l
c:\windows\system
(note the above is all one line - starting at 'extract, ending in 'system')

Remove the Windows startup disk from the floppy disk drive, and then restart
your computer.

My niece was trying to delete Outlook (she

says)
and
now
is says windows need to be reinstalled. She is
running
WinMe. When we click the ok (in the error

message)
another error message pops up and freezes
everything.
The next popup says "The shell32.dll file is
linked to
missing export CONCTL32.dll:388"
Now what? I went to bootdisk.com and made a
bootdisk
and
did a scan disk. that was ok.
Any other suggestions?

I get:-file not found-comctl32.dll not found.

My niece was trying to delete Outlook (she
says)
and
now
is says windows need to be reinstalled.

She is
running
WinMe. When we click the ok (in the error
message)
another error message pops up and freezes
everything.
The next popup says "The shell32.dll file

linked to
missing export CONCTL32.dll:388"
Now what? I went to bootdisk.com and made

a
bootdisk
and
did a scan disk. that was ok.
Any other suggestions?

Default deleted explorer.exe

Hi -it's me again. It did something this time! It
scrolled thru a bunch of files and ended with an a:
I pulled the windows startup disk and restarted pc. I get
this error again- Error loading Explorer.exe You must
reinstall windows. Clicked "ok" This is the next error
message-Error starting program. A required .DLL file
C:\windows\system\COMCTL32.DLL was not found.
Clicked "ok"- PC does nothing.
I ws really excited for a moment!

OK - you have an OEM install - not a problem....
replace
C:\windows\options\install\win_10.cab
with
C:\windows\options\CABS\win_10.cab

What does that say about your explorer.exe file?

place!
Let's try again

from a floppy boot.......
at the A:\ prompt, type

extract /a c:\windows\options\cabs\win_10.cab comctl32.dll /l
c:\windows\system


NOTE -- the above is all one line - starting at 'extract', and ending at
'\system'
