Default Icons too large

How does one fix a screen when the icons are so large
that you can't see anything but one icon on the screen ?
Is this a video setting or what? Help!

Right-click a blank part of the desktop and choose Properties then Settings.
Move the Screen Area slider one or two notches to the right.
