Try Universal Extractor:

It claims to do nearly everything, but I haven't had much luck with
it.

Universal Extractor v1.5 for win98

Besides it Runs On: 7 (32-bit), Vista (32-bit), XP (32-bit), not Win8

5.0 (.SIT) or earlier files for Windows 98.

Any suggestions?
