Win98 Windows Temp Files and temp internet files

Default Win98 Windows Temp Files and temp internet files

I've been experiencing a problem with saving pics, and had
a couple of helpful suggestions from another group that
didn't seem to fix it. Maybe this is related. I see two
locations for temporary internet files. One in Windows and
one in Windows/Temp. I cannot change the temporary
internet file size, it gives the "1 or 0" value error. The
Wind/Temp folder can't be emptied since the "index.dat"
file is either write protected or in use (I guess). There
are no temporary internet files being saved on the
computer, that I can see.

Can I somehow restore the temporary internet folder in
Winodws to it's correct parameters?
Can I get rid of the one in Win/Temp?
Once I can change the size of the temp internet folder my
pic problem may be resolved.
Will re-installing Win98SE fix this?

Control panel, internet options, General tab, temporary internet file
section, settings button, move folder button.

Once it is moved, then delete everything in the Temp folder but not the
folder itself.
