Default shortcuts are not short

Short cuts on desktop are not working very well if at
all.Sometimes a reboot helps but not consistently. Could I
have inadvertently deleted a necessary file?

Please explain what "not working very well" means, exactly.

Default shortcuts are not short

Shortcuts do not respond meaning that they do not open the
assigned program consistently. Even when I right click
and click open it takes forever(30-60 secs +) or doesn't
open at all.

Is it just shortcuts on the desktop, or all shortcuts everywhere? Do you experience
the same delay if you open an .exe file directly, in Windows Explorer, rather than
using a shortcut?
