Default System & System Tools not Working

After a few months idleness, I decided to check out my back-up
computer. After logging on, I got the "Illegal procedure" notice a
few time when no program was running. Everything was running so
slow. On the internet each page took nearly 5 minutes to completely
download. I turned on the Disk Cleaner, which operated to a point
then stopped. I waited a half hour until I realized this isn't going
to work. So I tried the Defrag. It operated up to a point (around
70%) then started over, saying "Contents have changed so restart was
needed." This happened over and over again for an hour until I
decided this isn't going to work either. How can I clean the system
when the cleaning tools won't work?

When you get an "illegal operation" error message, click the "Details" button, and
post back with the exact details word for word, up to but not including the memory
registers. Also tell us when they occur.

If you are getting frequent errors, I would avoid Defrag and Disk Cleanup until you
determine the cause of the errors. If the issues are due to memory errors or the
hard drive problems, Defrag could just make the situation worse.
