Default can't change x2 to x1 error message suggestions?

can't change x2 to x1

My brother called for advice. Because he couldn't access internet (AOL) he
decided to reinstall Window ME. Found cabinet files in
c:\windows\options\cab. double clicked on setup. watched all the reinstall
messages for about an hour. when computer rebooted itself the message was
can't change x2 to x1. I told him to try delete key on reboot -- bios --
bus speed. unable to change his bios. told him to try safe mode. Safe
mode gave same message -- can't change x2 to x1 then computer freezes.
Because ME he does not have boot in MS-DOS. He ordered recover disc but
instructions say he will loose all data.

Any suggestions?
