ICFG95.DLL?
I am using W98 and a dialup connection to my ISP. When I start Netscape
I get the message "Cannot load the Internet Configuration Library ICFG95.DLL. The following error occurred. A dynamic link library (DLL) initialization routine failed." If I click on the OK that comes with the message the dial up continues and everything seems to work OK. This problem has just surfaced in the last week or so. Any and all help will be appreciated. |

IIRC, that file is used by the Internet Connection Wizard, which is installed by
Internet Explorer, among others. Thanks for your help.
A question first. Why must I bother with IE when I use Netscape as my browser? I assume I must remove the current version of IE by using Start Control Panel Add/Remove Programs Internet Explorer. How do I then go about reloading IE. I have a W98 CD but I think this has something less than the most recent version of IE. |

IE is integrated into the Windows shell, whether you use it as a web browser or not.
No, you do not uninstall IE first....the point is to install the same version over itself, doing a "Minimal - Custom" install, and choosing only those items that were installed previously. You can download IE6 from the MS web site, if that is what you have now. Otherwise, if you have a lesser version, go to Windows Update and it will offer IE6 as a critical update. After it is installed and you have rebooted, go back to Windows Update and scan for further updates, for IE6. Here is what I post for that...
Over-install IE. Try first without, but I believe it will request an internet connection. Perhaps it is best to let it connect, actually. If you don't care to get this fancy, just skip to step (c). (a) Turn off interfering programs. Use http://www.pcmag.com/ 's "StartupCop" or "EndItAll2". Or "START, Run, MSConfig, Startup tab". Note what is unchecked, if anything. Then, go to the General tab & disable the entire Startup Group, by clicking "Selective.." & unchecking "Load Startup...". Reboot. (b) Perhaps, if you haven't got EndItAll2, then "Ctrl-Alt-Del" & end task all but Explorer & Systray. If this goes badly, start again from top, & skip it next time. (c) "START, Find, F/F, IE6Setup.exe". Click it in the Find window. NOTE: If you are IE5, then it's "IE5Setup.exe". If there are more than one (I have two each), click the one in "C:\WINDOWS\Windows Update Setup Files" or "C:\Windows Update Setup Files", as applicable. (d) Re-enable the Startup Group. That will automatically check all items. Go to the Startup tab & uncheck any noted in step (a). Reboot. OK, with that error message, you *may* be a candidate for uninstalling Internet
Explorer first, then installing IE6 from a download from MS, or from a CD. BUT, before you go that route (you may uninstall it and find you can't install it because of the same error), try extracting a new copy of setupx.dll and w95inf32.dll from the Windows CD, using the "Extract one file" option of System File Checker (SFC). Then try the IE overinstall again (are you overinstalling IE5.0x, IE5.5x, or IE6?). There is a link to download and install the update in this article: VBRun60sp6.exe installs Visual Basic 6.0 SP6 run-time files: http://support.microsoft.com/?kbid=290887 Also, please tell us the locations of all ie5setup.exe or ie6setup.exe files on your computer, and which one you are using. Please try these in order, trying the overinstall after each. Try uninstalling and then reinstalling IE only if these other methods all fail.
