even recover disk doesn,t work

when I startup my computer it will instantly advise me
to start up in the save-mode, running that won,t do the
trick and after checking files,maps,stations(all without
errors)it won,t go any further.
it tells me, the computer can,t find drive programs.
starting up with my recover disk doesn,t help cause
then computer is telling me "I/O error ,this is not a
system-disk".
Does this mean my computer has died, or does anyone
can reanimate it for me.
P.S it also advise me to use "scanreg",wher can I find
this?

Can you use your startup disk?
If you can, go for minimal boot and then at the A:\
prompt type C: and press enter.
Then type scanreg/restore and press enter.
From the next screen you should be able to pick a registry
to resotre from that started the PC ok.
