Right-Click Menu does not show "new file" option anymore

On one of the computers I use, it has been somehow modified so that when you right click, you can no longer go to the new file menu. This of course is very frustrating, being unable to make new folders, etc without having to open up a program first. Can any tell me how this could have been disabled, and if possible, to reenable it?

Look in the right pane for "Restore NEW command", and click there. I don't
know how you lost that ability, but it is rather common. Let us know if
that works.
