Problems installing new fonts

For some reason, the option to install new fonts does not appear on the file menu. What could be the problem, and are there other ways to install new fonts?

The Fonts folder has lost its system attribute.
Click Start Programs MS-DOS Prompt, type the following, and press =
Enter:
attrib +s C:\Windows\Fonts

If it does not work from a DOS window, reboot to DOS mode and run the =
command.

Alternately, you can use TweakUI:
Control Panel TweakUI Repair tab select Repair Font Folder, and click =
Repair Now.
