Default Help - PProblem Sending Outlook Express Emails

This is really strange.

I am using OE vers 6.

It is a new installation.

When I compose an email or reply to an email, I get the following
error message and the email is moved into the Outbox.

An Unknown Error has occurred
Protocol: SMTP, Port:0
Secure (SSL), No Error Number 0x800C0131

The only way I can send the email is to shut down and reboot and start
up OE - at which time OE sends the pending email(s).

Anyone know what is wrong?
