Probably the version, which is correlated to the dll file's datestamp.
IOW, by looking at the datestamp of system DLL files, one can determine
which version or update of windows it was installed with.

The uselessness of using file create dates to determine how recent your
version is was being explored. File create dates have little to do with
the age of the file's content.
