tool bar at bottom of screen

I have a problem i cant solve and microsoft wanted 35
dollars to tell me how. My start bar at bottom of screen
somehow ended up on the side of my screen. I have had
this happened before and have been able to get it back
where it belongs. Now i have the problem again and cant
get it to drag back down to bottom of screen. Can anyone
tell me what i am doing wrong or how to fix it so i can
get it to the bottom of screen again.

Grab it from...

(a) Below the START button, or
(b) Below the Tray (that holds clock), or
(c) The area of the Taskbar that holds buttons of open programs.

If that won't do it, go to Safe Mode & back...

Hold F5 as you boot, or hold CTRL for the Startup Menu, & select Safe
Mode from that. Alternatively, turn on the Startup Menu at "START, Run,
MSConfig, Advanced button".
