Default oe errors

On windows shutdown I'm receiving the message error oe
0328 c0030d04 press any key or press ctr alt del. pressing
keys doesn t do anything I have to turn computer off and
restart. What is the problem and what is the fix. It also
on startup sometimes runs scan disk. Please respond
