FWIW.... (Just recieved this, this morning (Gary....help !):

No support for 98se. Not nice.



Dear Valued Microsoft Customer,

This year Daylight Saving Time (DST) extends by approximately four weeks.
In compliance with this provision in the Energy Policy Act of 2005, DST
dates in the United States and Canada will start three weeks earlier (2:00
A.M. on the second Sunday in March) and will end one week later (2:00 A.M.
on the first Sunday in November).

In some instances, effort will be required to accommodate the new DST
legislation. For example, systems and applications may need to be updated
directly, while in other circumstances the application may inherit the date
and time information from the underlying system.

Microsoft is committed to helping customers that are affected by the DST
changes make this transition as seamless as possible. Microsoft is
producing updates for Windows products as well as other Microsoft products
affected by the new U.S. statute. These updates will be released through
technical support channels including Microsoft Customer Service & Support
(CSS), as well as online channels such as Windows Update and Microsoft
Update.

Details of the updates for Microsoft Windows and affected Microsoft
applications, how customers can acquire them and when they will be available
can be found on the Microsoft website at http://www.microsoft.com/dst2007.
Corresponding technical Knowledge Base articles are linked from this website
as well.

Microsoft is providing the Time Zone updates at no-cost for customers on
Windows platforms that are covered by Mainstream Support. For more
information on the Microsoft Support Lifecycle Policy including options

There is no problem for Win98SE users who have
added to their systems a way of synchronising their
PC's clock with an external source (e.g. US or Canadian
National Time Signals.) I use the time synchronization
in Fix-It Utilities about four times a year (because neither
the PC clock nor my wris****ch is accurate to 20 seconds
after a few months' use.) So I shall just synchronize
March 11th as I would probably need to do anyway . . .

Of course there is.

I use the time synchronization

the last Sunday of October,
and the first Sunday in November.....

Maybe now you understand the duality of purpose
of the time zone update.....

As Don notes, most Win98 PCs need a clock synchronization utility, anyway,
since they are notorious for losing time while running.

I've finished checking things out and creating the REG file for applying the
MS Updates to Win9x systems, I just need to write a web page and post it
all. But things are again hectic this week. May be able to get it all done
tomorrow, might have to wait for the weekend. Meanwhile, if you're really
desperate, you can use the INF file that others have posted a link to.

The Win-98 systems in my office run ntptime at startup which insures
that their clocks are accurate to within a fraction of a second every
day.

This whole time-zone thing is a crock.

Just remove the "automatically adjust for DST" checkbox in the clock
date/time properties and adjust your clock manually twice a year.

Are people not capable of performing such a simple task?

It might be best to wait for Terhune's upload, just to be sure of every
possible time zone. But you may do this too in the meantimezone...

How to configure daylight saving time for the United States in 2007

The time has come to follow the instructions in that article, or,
perhaps a bit more clear...

(a) Click TZEDIT.EXE.
It opens with your time zone selected.
(b) Click the Edit button.
(c) Change the Start Day to... Second, Sunday, March.
(d) Change the Last Day to... First, Sunday, November.
(e) Click the OK button.
(f) Click the Close button.
(g) Click Start, point to Settings, point to Control Panel,
and then double-click Date/Time.
(h) Click the Time Zone tab.
(i) Select a different time zone than (the one you are set at),
and then click Apply.
(j) Click (back to the one you were set at), and then click OK.

"Note Steps i and j are required for the new changes to take effect",
the article says, as does TZEdit's own help screen.

Do so before March 11, 2007. If you cannot get TZEdit.exe from your
personal copy of the Resource Kit, get it from the above article or

Just so. About four times a year seems enough
to keep gadgets like the VCR programmed
accurately for this user's purposes. Since our
needs vary it is convenient that each can synchronize
in only a few seconds to suit ourselves.

A much easier 2007 Daylight Saving Time Rules fix for Windows 98 at:

People just choose their timezone normally and get the same rules Micorosft
provided for the newer operating systems.
