Default msgsrv causes error in kernel32

I have gotten the error message that reads msgsrv.dll has
caused an error in kernel32.dll. This may be related to
the fact that accessing pages on the Internet has become
iffy. E-mail works, but accessing any page but the home
page of AOL 8.0+ is sporadic. If I fail at all in a
session to access some page, that session is as good as
over. The capacity to load pages never recovers without
going off and coming back on line. But maybe these are
two separate problems and the proximity only a coincidence.
