Default Windows 98 Startup

On starting up PC (even before the desktop and taskbar are
loaded) I get an error message regarding msgsrv32 and how
it has performed an illegal operation. After I close it
an Explorer error message appears saying that I have
performed an illegal operation. I can't do anything but
close the message but when this happens the screen has
absolutely nothing on it. No taskbar or desktop, just my
standard green desktop colour. Does anyone have a clue as
to why this is happening?
I shutdown the PC and restart it only to have the same
problem appear again.
I've tried loading the PC in safe mode and the same thing
happens and my Win 98 startup disk seems to be able to do
nothing as well.

The last thing I did before the problem occurred was
perform a scan of my computer using a spyware program
because I believed that my PC was infected with something.
Whether or not the program deleted some registry files or
something else I don't know but I don't know what to do.

If all else fails and I have to reinstall Windows 98 will
my personal files be overwritten or will they still be
present?

I'd appreciate any input.

Many people have gotten relief for this kind of problem by following the fix
