Default Reboot to Windows 98 setup

I am running Windows 98 and all of a sudden, when I rebooted 3 machines it
starts in Windows 98 Setup. It asks for Product Key ...when entered it hangs.

We need more data e.g.
1. Did these 3 machines ever boot Win98?
2. For each, DELete c:\windows\temp\*.*
and reboot. This is to dispose of any incomplete
installation that may cause this system hang.
