Default Startup

I followed the steps that were supposed to put a program in Startup. It
put it into Start - Programs (useless), but nothing appears in Msconfig
- Startup. So how is it done if not according to the helps?

Right-click the Start menu and choose Explore. Highlight the item that you
want in Startup and drag it from it's current location to the Start Menu,
Programs, Startup folder.
